BT HR Manager in Beijing, China

Purpose Of Role:

The role holder is an integral part of the senior management team for a significant part of the Business Unit, global line of business or is responsible for a particular human resource speciality area, activity or location, advising line management and HR on HR policy issues. He/she is responsible for the implementation, development and review of human resource working strategies to meet business objectives in line with regional and business strategies, company values, policies and procedures, HR best practice, external legislative requirements and undertakes projects relating to the formulation, implementation, development and review of future HR policies but will not determine policy overall.

Key Responsibilities:

  • To translate and apply strategic and business targets to HR processes, products, services, outcomes and consequences, and to develop policies in one or more of the following areas: Resourcing, labour relations, compensation & benefits, employee services, people strategies, organisation design, organisation/productivity efficiency and effectiveness, talent & management development, employee relations, trade union relations and negotiations, consultation for terms and conditions, employment legislation, industrial tribunals, works councils, employee communications, managing the salary review process, research into market data, managing job evaluation systems, administering of company benefits, employee professional development and outsourcing.

  • To proactively partner with management and other colleagues within the business to achieve BT's targets.

  • To be a lead contributor to the definition of HR actions and company policy.

  • To facilitate the development of processes/products/services to support business strategies.

  • To monitor and proactively highlight the effectiveness of people management and HR practices/processes for the business to initiate, plan and manage change from a BT wide perspective.

  • May manage people, process or content area.

Business Impact:

  • Impact is primarily short-term and typically functional, departmental or single geographic in scope.

  • Develops plans for projects over the medium term.

  • Assesses customer relationships and service level.

  • Accountable for departmental cost performance.

  • Medium-term business strategy and objectives typically guide this role, although there will be involvement in the formulation and development of future policy.

Authority/Decision Making:

  • Effective management of resources and development/implementation of plans and processes.

  • Interprets policies and establishes procedures.

  • Develops plans, measure effectiveness.

  • Decision making often repeated in similar manner able to choose correct solution. Works with a high level of autonomy, seeking appropriate assistance where necessary.

Qualifications:

  • Typically graduate level or corresponding experience, MCIPD or relevant business/professional qualification.

Skills/Experience:

  • A number of years relevant knowledge and experience in HR issues covering a breadth of activities.

  • Expert in more than one area, a broad perspective.

  • Knowledge of China employment legislation is required

  • Working in an international and matrix organisation

  • Ability to lead as a business Business Partner to the China Country Manager

  • Being able to drive and deliver projects, take strong responsibility, see needs and take actions on them

  • Strong organisational Skills

  • Strong Excel and PowerPoint skills

  • Experience with Peoplesoft/Oracle HR systems
