Purpose of Role:
Report to Chief Regulatory Counsel for the Americas based in Dallas or Reston.
Monitor US and Canadian regulators’ rules, processes and procedures regarding compliance relevant to BT’s managed network operations and inform line management and other stakeholders of relevant developments.
Support stakeholders’ understanding of regulatory compliance requirements in the USA and Canada.
Ensure all regulatory compliance filings that BT entities are obligated to file in the US and Canada are completed and filed on a timely basis.
Assist in identifying and managing regulatory risks.
Coordinate and cooperate with stakeholders to ensure processes and governance necessary to meet BT’s compliance objectives are in place.
Be responsible for BT’s licenses in the US and Canada including maintaining necessary licenses, turning in unnecessary licenses and/or applying for or expanding licenses that are needed.
Network with and maintain relationships in the regulatory community and represent BT in industry meetings.
Be a valued member of the BT Legal community, and in particular the Regulatory and Commercial teams, and actively contribute to the team work.
Monitor telcoms/communications industry compliance rules impacting BT in the US and Canada including at the FCC, CRTC, Statistics Canada, and US state regulators.
In particular, stay informed of the FCC and USAC’s rules, processes and procedures regarding universal service fees and payment of invoices. Correct FCC or other regulators’ imposition of red light status on BT entities. Keep abreast of rules and reporting requirements for the FCC, state PUCs and other state and federal agencies, including the Department of Commerce and state 911 authorities. Inform line management and other stakeholders of relevant developments.
Ensure all regulatory compliance filings that BT entities are obligated to file in the US and Canada are completed and filed on a timely basis (including FCC Forms 499A, 499Q, 159, 477, traffic reports, and CALEA, CPNI and disability access certifications, Canadian CRTC filings, state PUC and DOC reports). Ensure that persons responsible for providing information relevant to the filings understand what is required for submission and that they compile relevant information and deliver it on a timely basis.
Prepare, communicate and document all material correspondence with suppliers regarding exemptions. Validate exemption certifications provided by BT’s wholesale customers and document material correspondence with these customers. Ensure internal stakeholders are aligned.
Identity regulatory and compliance risks to line management and help manage said risks.
Be responsible for BT’s licenses in the US and Canada including maintaining necessary licenses, turning in unnecessary licenses and applying for or expanding licenses as needed. Obtain and maintain any satellite authorizations needed to provide quick turnup or backup services to global customers.
Support a database of regulatory obligations associated with those licenses or authorizations.
Assist with preparation of and updates to a USF manual
Network with and maintain relationships in the regulatory community including with staff at USAC, FCC, CRTC, state PUCs, other relevant government organizations, trade associations and other communications service providers.
Participate in industry meetings with the FCC, open meetings, association and/or coalition meetings and provide feedback on proceedings
Conduct training for LGCR, Finance, Tax, Billing and other business units on compliance matters relevant to BT’s operations in the US and Canada.
Coordinate with stakeholders to improve processes relevant to compliance matters.
Manage external resources within strictly defined budgets and business cases.
Provide circumscribed documented compliance advice to Products and other relevant stakeholders.
Prepare and update regulatory compliance trackers for the US and Canada.
Prepare internal compliance and work reports.
Exercise policy and regulatory enablers to achieve cost reductions, mitigate risk and assist with revenue generation opportunities .
Take proactive steps to ensure that personal and professional standards and performance levels are met and continuously improve.
Proactively contribute to team work and to the strategy of BT Legal, Regulatory, Governance and Compliance
Knowledge and experience with universal service rules and reporting regimes of the FCC, state PUCs and CRTC.
Knowledge and experience with regulatory compliance rules in Canada and the USA, online portals, databases and tools used by regulators, and preparation and filing of reports at the FCC, state PUCs and CRTC.
Strong organizational skills, including the ability to oversee, manage and work with global teams
Strong interpersonal skills that enable development of a network of contacts with key government offices, and external and internal stakeholders
Finance knowledge would be a plus.
Excellent oral and written communications skills
Can-do, collegial attitude is a must
The ability to work effectively within multidisciplinary teams as well as independently.
Sound ability to assess and manage risk
Proven ability and experience of working flexibly both in terms of hours and location
